Earlier, Malaysia's finance minister Dongouzav Ruraaziz (Tengku Zaf Rulalaziz) said in a 2022 budget submitted to parliament that the government plans to impose a consumption tax on electronic cigarettes and tobacco products or gel products containing nicotine. Next year, a regulatory bill on tobacco, e-cigarettes, e-cigarettes and hookah will be submitted to the federal legislature of Malaysia, the lower house of the bicameral Parliament.

Recently, the Malaysian electronic cigarette industry advocacy organization (mvia) once again called on the government to review the tax levied on electronic cigarette products from January 2022. However, the person in charge of the agency claimed that the consumption tax of nicotine per ml of tobacco oil is 1.20 ringgit, which is too high and will bring a burden to manufacturers.

"In most countries, the tax rate of e-cigarette oil is very low. For example, in European countries, the tax rate is only 0.10-0.20 euros per ml." He said in a statement.

He added that other countries such as Britain and New Zealand do not even tax e-cigarettes, claiming that their governments recognize it as a tool to help smokers quit smoking. Setting taxes too high may prompt legitimate sellers to raise prices, which may lead consumers to find cheaper alternatives in the illegal market.

Rizani also urged the government to review the regulatory mechanism of its e-cigarette products and not compare them with tobacco products. He said that this was to ensure that the e-cigarette industry remained competitive, and pointed out that 3300 small and medium-sized enterprises were involved, providing employment opportunities for 15000 employees.

"E-cigarettes are neither cigarettes nor tobacco products. Facts have proved that it can help smokers quit smoking because it is a less harmful substitute. If regulation does not distinguish between e-cigarettes and tobacco, it will hinder efforts to quit smoking and only benefit tobacco companies." The head of the agency said.

He once again took the United Kingdom and New Zealand as examples, saying that the governments of the two countries have implemented stricter regulations on tobacco products, but left some space for e-cigarette products.
