On December 2, the state tobacco monopoly administration announced the draft measures for the administration of e-cigarettes, which is another policy development after the publication of the national standard for e-cigarettes (Draft for comments) on November 30. Previously, on November 26, the State Council officially incorporated e-cigarettes into the implementation regulations of the tobacco monopoly law, establishing the legal status of e-cigarettes.

The recent policy "combination fist" has eliminated the uncertain risks faced by the e-cigarette industry in the past. In the future, under the guidance of policies and rules, the industry will develop more healthily.

According to AI media consulting data, the scale of China's e-cigarette market increased from 550 million yuan (86 million US dollars) in 2013 to 8.38 billion yuan (1.31 billion US dollars) in 2020, with a CAGR of 72.5%.

The World Health Organization estimates that more than 300 million people smoke in China, nearly one third of the world's total. More than half of the adult males in China are smokers. In contrast, the penetration rate of e-cigarettes among Chinese smokers is not 1%, and there is still great development potential in the local e-cigarette market.

According to the analysis of industry experts, e-cigarettes are regarded as a tool to improve public health overseas. The recent implementation of regulatory regulations is expected to promote the orderly development of China's industry and benefit industry leading enterprises.

The latest regulations on the administration of e-cigarettes (Draft for comments) issued by the state tobacco monopoly administration emphasizes the need to strengthen the supervision of the production end of e-cigarettes and set a threshold for the capital, place, equipment, technology and other hard power of production enterprises. Only enterprises that meet the relevant requirements can obtain the production license.

Before November 30, the national standard for electronic cigarette (Draft for comments) requires electronic cigarette equipment, materials, nicotine and additives. In the exposure draft, it is proposed for the first time that all electronic cigarette equipment should be equipped with child safety protection function.

It can be seen that the upcoming national standard of e-cigarette puts forward more detailed requirements for the quality of e-cigarette products, forcing manufacturers to improve product safety. It can be predicted that only manufacturers with the ability of quality and safety control in the whole process of products can meet the requirements of national standards. In the long run, the implementation of the national standard for e-cigarettes will promote the sustainable development of the industry and provide consumers with safer and more reliable products.

In the future, the concentration of e-cigarette industry is expected to be further improved, and head manufacturers will continue to occupy a favorable position relying on product safety chain control. Take Siemens, the world's largest manufacturer of electronic atomization equipment, as an example. Its internal safety standard covers all PMTA testing items, and its own testing items have been expanded to 134. It is the only enterprise in China with PMTA non clinical research capability including physical and chemical testing and health risk assessment.

From the global trend, due to its strong technical strength, leading enterprises in the industry can provide more complete scientific empirical data, have higher credibility, and are easier to obtain the trust and recognition of national regulators. At present, FDA has only approved PMTA applications for British American Tobacco and Altria products. This time, the China Tobacco Monopoly Bureau also implemented a registration system for electronic cigarette products listed in China, requiring the applicant to provide scientific evidence of product safety.

However, only the exported e-cigarette products are less affected, as long as they meet the laws, regulations and standards of the destination country or region. The industry believes that this provision is beneficial to e-cigarette enterprises in overseas markets.

As a global e-cigarette manufacturing center, the e-cigarettes produced in Shenzhen account for about 90% of the global consumer market share. Changes are happening here quietly. As the price competition among manufacturers is turning into technology competition, a new round of reshuffle is intensifying. An interesting phenomenon is that many manufacturers are getting together recently to release new technologies. Leader Cui Yimu also revealed that feelm's new generation of atomization technology will be launched as early as December.
