In order to further protect minors from e-cigarette infringement and standardize the operation order of e-cigarette market in our city, Binzhou Market Supervision Bureau and the Municipal Tobacco Monopoly Bureau recently organized a two month special rectification action for the city's e-cigarette market. In this action, the combination of online monitoring and offline law enforcement was adopted to comprehensively figure out the operating base of e-cigarettes in our city and strengthen the monitoring and supervision of e-cigarette sales.
01. Carry out comprehensive investigation of e-cigarette stores
All tobacco retailers in the city are required to put up warning signs of "no sale of e-cigarettes to minors" in eye-catching places and sign "no sale of e-cigarettes to minors commitment". Urge e-cigarette stores to implement the explicit commitment requirements and take effective age verification measures to avoid minors buying. We will severely investigate and punish the sale and disguised sale of e-cigarettes to minors and the publication of illegal e-cigarette advertisements.
02. Carry out comprehensive investigation on new sales channels of e-cigarettes
Focus on the surrounding areas of primary and secondary schools, playgrounds, cinemas, etc., comprehensively clean up the use of vending machines and other new sales channels to sell e-cigarettes, and focus on the problem of inducing minors to buy and smoke e-cigarettes in the form of sponsorship and naming.
03. Carry out "three clean ups" of Internet e-cigarette information
We should comprehensively clean up the Internet e-cigarette sales, prevent the disguised sales behavior; comprehensively clean up the short video, we media and other social platform e-cigarette sales behavior; comprehensively clean up the Internet false illegal e-cigarette advertising.
04. Strengthen publicity and guidance to create a good social atmosphere
We should strengthen the publicity of the spirit of laws and regulations such as the law on the protection of minors, the advertising law, and the notice on prohibiting the sale of e-cigarettes to minors, smooth the 12315 complaint and reporting channels, and create a "zero tolerance" social environment for the illegal acts of selling e-cigarettes to minors.
So far, a total of 30 law enforcement vehicles have been dispatched, 468 law enforcement personnel have visited 2 e-cigarette stores, 1 e-cigarette website has been requested to close, and 3 administrative guidance online stores have been requested to close. In the next step, our bureau will continue to pay attention to the behavior of changing the face of e-cigarettes and selling them in disguised form, prevent the recurrence of the problem of e-cigarettes harming minors, earnestly implement the regulatory responsibility, and strictly investigate and deal with the illegal sale of e-cigarettes, so as not to make e-cigarettes a vacuum area of supervision and a gray area of harming minors' physical and mental health.
