Since May 15, the newly revised "Beijing rail transit passenger code" has been officially released and implemented, in which e-cigarettes are regarded as the same hazards as traditional cigarettes, and smoking in the car is prohibited. In this regard, the outside world believes that this is a new regulation made after the 731 e-cigarette incident of Beijing Metro last year.

On July 31, 2018, a woman smokes e-cigarettes in the carriage of Beijing Metro Line 10, and an old man comes forward to stop being abused by a woman. The video and photos of the incident were uploaded to the Internet by netizens, which immediately met with heated discussion among netizens. Public opinion criticized the heroine of the incident and regarded e-cigarette as the culprit.

1. Views of netizens

Some netizens said that the quality of smoking women was poor. "We can't smoke steam e-cigarettes in public places and non-smoking places, and the smoke has affected the passengers around. This kind of behavior is really annoying." A netizen left a message saying, "nonsmokers are also disgusted with the smoke of e-cigarettes, and personally feel the smell is very choking."

2. Views of Beijing Metro

Beijing subway officials said: you can't smoke on the subway, because e-cigarettes are also cigarettes, so you can't use them. If you find a passenger smoking e-cigarettes, you will be dissuaded, and if necessary, you will contact the relevant departments to take measures. However, in fact, the regulations of Beijing Municipality on tobacco control and the regulations of Beijing Municipality on rail transit operation safety have not made clear provisions on e-cigarettes.

3. Views of Beijing Tobacco Control Association

Cui Xiaobo, Secretary General of Beijing Tobacco Control Association, believes that e-cigarette belongs to "new type of tobacco" and actually wants to replace cigarette with electronic form. We still suggest that we should not smoke and encourage smokers to quit smoking. At present, electronic cigarettes are explicitly prohibited in civil aviation, high-speed rail and other means of transportation. At the same time, Zhang Jianshu, President of Beijing Tobacco Control Association, said that in the next step, e-cigarettes will be actively promoted to be included in the current strictest "tobacco control order" in Beijing, and e-cigarettes will be included in the scope of no smoking.

After the incident, people from all walks of life are calling for e-cigarettes to be included in the scope of no smoking in public places. On October 11, 2018, the eighth tobacco control report conference of Beijing Tobacco Control Association revealed that the number of e-cigarette complaints has been increasing recently, and Beijing will explore the possibility of banning e-cigarettes in public places.

Up to now, Hangzhou and Macao have passed legislation to explicitly include e-cigarettes into the scope of prohibition in public places. The proposal drawn up by the Hong Kong SAR government to ban the import, production and sale of e-cigarettes has been submitted to the Legislative Council for discussion and voting. E-cigarettes have also been included in the newly revised regulations on tobacco control of Shenzhen in 2019, and have been submitted to the National People's Congress for approval.
